Baldoz cites POLOs for “visible” accomplishments

While challenging some Philippine Overseas Labor Offices (POLOs) who “failed the grade” to perform better in 2015, Labor and Employment Secretary Rosalinda Dimapilis-Baldoz has only praise for the best POLOs of 2014, citing them for their work of promoting the welfare and safeguarding the interest of OFWs who are their true “bosses”. Baldoz conferred the citation for the best POLOs of 2014 during the biennial POLO Conference held in Quezon City shortly before Christmas. “I take note of the POLOs who have excelled. They deserve our congratulations. I am also aware of those who have not truly imbibed our reform of transforming our POLOs into centers of care and excellence, a marching order from President Benigno S. Aquino III. I challenge you to to your very best in 2015,” she said. On top of the heap of best performers is POLO-Dubai headed by Labor Attache Delmer Cruz, which was conferred the Most Improved MWOFRC Award for having shown the most significant upgrade of MWOFRC facilities, including sleeping quarters, kitchen and dining areas, training rooms, and multi-purpose areas that resulted to marked improvement in the living conditions of wards and facilitated their access to training and other developmental undertakings. POLO-Dubai was also awarded special recognition for being the first POLO to initiate and implement on-site skills assessment and certification that led to the issuance of TESDA National Certificate II, or Certificate of Competency, to overseas Filipino workers, particularly, those in distress. POLO-Riyadh, headed by Labor Attache Rustico dela Fuente, was cited for implementing skills and professional development training and other developmental activities that give premium to the DOLE’s objective of providing distressed and vulnerable overseas Filipino workers with opportunities to secure decent jobs in the Philippines and abroad. Two other POLOs--POLO-Taipei and POLO-Kaohsiung also received this same citation. Baldoz cited POLO-Qatar, POLO-Bahrain, and POLO-Singapore for most improved management of MWOFRC ward cases. The POLO in Doha, headed by Labor Attache Leopoldo De Jesus, topped the record for consistently very high disposition rate of cases of distressed OFWs under its custody through case resolution by conciliation-mediation and repatriation. POLO-Bahrain, headed by labor Attache Felixberta Romero, and POLO-Singapore, headed by Labor Attache Vicente Cabe, also excelled with very high case disposition rates. Baldoz cited POLO-Korea, headed by Labor Attache Felicitas Bay for its Post-Arrival Orientation Seminar, which greatly contributed to the significant reduction in the number of Filipino over-stayers in South Korea who were employed under the Employment Permit System (EPS). In Europe, the labor and employment chief cited POLO-Geneva, headed by Labor Attache Ma. Celeste Valderama for its pioneering effort in conducting Financial Education Program in partnership with the Philippine Mission to the UN and Other International Organizations in Geneva, which contributed to improved awareness of many overseas Filipino workers in Switzerland in managing their earnings through savings and investments.
