2014 is Year of Online Services, Baldoz says, POEA services for recruitment and manning agencies is now online

After it launched a month ago the online Balik-Manggagawa (BM) services, which enable vacationing OFWs to obtain their Overseas Employment Certificates (OEC) online, the Philippine Overseas Employment Administration has followed up the success of the BM Online service with yet another technology-enabled system, the New Hires Online services. “For the DOLE, the year 2014 can be called the Year of the Hi-Tech Online Services Delivery System, with the POEA leading DOLE agencies in harnessing the power of technology to deliver efficient and effective programs and services in a very fast manner,” Baldoz said during the launching of the New Hires Online services. The New Hires Online services involve the submission to the POEA by licensed agencies recruiting land-based and sea-based workers of their new hires’ employment documents using the Internet, and paying the processing fees also online. “The New Hires Online Services for Recruitment and Manning Agencies promote paperless transactions, save time, track updates, and costs less. There is no more need for representatives of licensed recruitment and manning agencies to go to POEA and endure long queues. All they need to do is visit the POEA website, register, and transact official business online,” said Baldoz during the event held at the POEA’s Patricia Sto. Tomas Hall. POEA Administrator Hans Leo J. Cacdac said that the New Hires Online Services include the e-Payment System for Agency-Hired Workers, Online Recruitment Application on Special Recruitment Authority (SRA), and Letter of Authority can be accessed anywhere and anytime and cost less. “Hangga’t maaari, ang prosesong maaaring mapabilis ay ginagawa na namin. The DOLE, through the POEA, is continuously keeping our technology systems and processes up-to-date. The Online Services for Recruitment and Manning Agencies are part of our efforts to make our services more efficient and transparent for the benefit of the overseas Filipino workers and stakeholders,” added Baldoz. The e-Payment System for Agency Hired Workers, a component of the electronic Contract Submission System, or e-Sub, enables licensed recruitment and manning agencies to pay online the POEA processing fee and Overseas Workers Welfare Administration (OWWA) membership fee through the e-Payment channel. Cacdac said that based on the pilot test of the e-Payment involving 13 land-based recruitment agencies, the process cycle time in using the system is shortened from the current manual processing of four to eight hours from receipt of POEA Request for Processing (RFP) to release of OEC to five to 10 minutes from receipt by the agency of RFP reference number to printing of OEC by the agency itself. The documentary requirements for the SRA are letter request from the agency; notarized Affidavit of Undertaking and No Objection Certificate issued by the POEA regional Center/Extension/Satellite Office and Public Employment Service Office (PESO), or Local Government Unit. These documents shall be uploaded in PDF format at the POEA website. For LOA application, agency name and date filed are displayed based on the username log-in and date when the system was accessed. The agency shall select the principal that will participate in the special recruitment activity and indicate the name of employer’s representative who will be included in the authority. The fields, such as venue, address, and the number of days the recruitment will be conducted should also be indicated. End/letmaring
