Baldoz expands roles of undersecretaries; all three now share responsibilities over POLO geographical regions To enhance the operational efficiency of the DOLE's Philippine Overseas Labor Offices (POLOs) that would lead to "better care and protection to OFWs", Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday issued an administrative order expanding the roles and responsibilities of her three undersecretaries by assigning them supervisory functions, as her representatives, over the POLOs' geographical region. "This move is to ensure that more focus and attention will be given to each of the POLOs, as each of them is in different situations and may have different needs that will require different kind of approaches," Baldoz announced in a press conference at the Overseas Workers Welfare Administration on F.B. Harrison Street in Pasay City. "The bottom line of the new assignment is to ensure faster delivery of quality programs and services to OFWs and their families. Our three undersecretaries are skilled and competent to handle POLO concerns, as even local DOLE operations are divided among the three of them,” she said. With Secretary Baldoz's order, newly-appointed Undersecretary Reydeluz D. Conferido will be in-charge of the Asia and the Pacific Region, composed of POLOs in Hong Kong, Macau, Tokyo, Singapore, Kuala Lumpur, Brunei Darussalam, Taipei, Kaohsiung, Taichung, Korea and Australia. Conferido's major assignment is as undersecretary of the DOLE's Employment Facilitation and Manpower Development Cluster. Undersecretary Rebecca C. Chato, who is currently handling the Labor Relations, Social Dialogue, and Internal Affairs Cluster, has been assigned to supervise the POLOs in the Europe and the Americas Region, composed of POLOs in Washington, Toronto, Vancouver, Rome, Milan, Geneva, Madrid, Greece, Cyprus, and London. Finally, Undersecretary Ciriaco A. Lagunzad III will supervise POLOS in the Middle East and the African Region, such as those in Riyadh, Unaizah, Alkhobar, Jeddah, Abu Dhabi, Dubai, Bahrain, Kuwait, Lebanon, Syria, Libya, Qatar, Oman, Israel and Jordan. His current major assignment is head of the DOLE's Workers’ Welfare Social Protection Cluster. Baldoz said the three officials, in coordination with the POEA, OWWA, and NRCO, will be responsible for the efficient and effective implementation of the POLOs programs and projects in their respective areas of jurisdiction, giving the highest priority to OFW protection and welfare, and recommending areas of further regulation or deregulation using OFW protection as bottomline in the review of labor markets under their respective jurisdiction. "I shall continue to exercise direct control and supervision over the International Labor Affairs Bureau to ensure policy and program coordination among the three geographical POLO clusters," she said, concluding that ILAB should provide them with support services in the discharge of their functions.
