LEGAL FRAMEWORK

 


 

The International Labor Affairs Bureau (ILAB) was created by virtue of the DOLE Rationalization Plan which was approved by the Department of Budget and Management (DBM) on 13 April 2009 pursuant to Executive Order 366 also known as the Government Rationalization Program.  ILAB was formerly the International Labor Affairs Service (ILAS).

 


 

 

MANDATE

 

 


 

ILAB is primarily responsible for developing policy and program recommendations and operating standards relative to international labor and employment concerns; and for monitoring the country's observance and implementation of its obligations/commitments. courtesies and facilities required by international organizations.

 

It is also responsible for providing advisory service to the Office of the Secretary in the supervision,monitoring and reporting of operations/activities of the Philippine Overseas Labor Offices (POLOs) and the Migrant Workers and Other Filipino Resource Centers (MWOFRCs) in different parts of the world.

A dynamic international labor policy and program development institution at the vanguard of providing relevant policy and program recommendations to the Department of Labor and Employment that enable its overseas labor operation offices to protect the rights of overseas Filipino workers and secure for them the benefits of international labor migration.

 


 

 

MISSION

 

 


 

Contribute to the protection of the rights of overseas Filipino wokrers and their enjoyment of the benefits of international labor migration by developing relevant policy and program recommendations on international labor affiars, and providing efficient technical and administrative support to POLOs and MWOFRCs.

FUNCTIONS/RESPONSIBILITIES

 

 


 

The Bureau is composed of the Office of the Director and four (4) divisions, namely the International Relations and Cooperation Division, Asian and Pacific Labor Affairs Division, American and European Labor Affairs Division, and Middle Eastern and African Labor Affairs Division to perform the following functions/responsibilities:

 

 

Office of the Director (OD)

 

  • Provides direction, supervision and manages  the daily operations of the Bureau towards achieving its mandate;
  • Provides guidance in the formulation of policy recommendations, guidelines and relevant regulations relative to the Bureau’s mandate, functions and responsibilities; and
  • Performs other functions as may be provided by law or as may be assigned by the Secretary.

 

 

International Relations and Cooperation Division

 

  • Prepares technical papers and reports relative to DOLE’s participation in the activities of the ILO, IMO, IOM and other international  multilateral organizations/labor-related UN bodies;
  • Monitors and prepares reports on compliance of the Philippine obligations and  commitments relative to ILO and other international multilateral organizations/labor-related UN bodies;
  • Provides administrative support to the Philippine/DOLE delegation’s participation in the annual International Labor Conference (ILC) and other international  multilateral meetings/seminars;
  • Provides technical and administrative support to visiting officials from the ILO and other  international  multilateral organizations/labor-related UN bodies to the Philippines;
  • Maintains databases on ILO and other international multilateral organizations/labor-related UN bodies’ conventions or standards, and profile of partner organizations; and
  • Performs secretariat support for special concerns of international organizations and other functions as may be provided by law or as may be assigned by the Secretary.

 

 

Asian and Pacific Labor Affairs Division (APLA)

 

  • Prepares  technical papers and reports relative to the DOLE’s participation in activities with  countries under regional arrangements such as the ASEAN, APEC, APO, etc. and bilateral arrangements  (JCM, JCBC, JLC and related arrangements);
  • Provides administrative support to the Philippine delegation in regional and bilateral meetings and related activities attended by DOLE in Asia and the Pacific region
  • Provides technical and administrative support to visiting labor officials/ dignitaries  from Asia and the Pacific;
  • Provides technical  and administrative support in the supervision, monitoring and evaluation of operations of the POLOs and FRCs in Asia and the Pacific;
  • Develops and conducts training programs for the labor attaché corps and staff in Asia and the Pacific;
  • Maintains database on regional and bilateral arrangements, and POLOs and FRCs operations in Asia and the Pacific; and
  • Performs secretariat support for special concerns  of regional organizations in Asia and the Pacific and other functions as may be provided by law or as may be assigned by the Secretary.

         

American and European Labor Affairs Division (AELA)

 

  • Prepares  technical papers and reports relative to the DOLE’s participation in activities with  countries under regional arrangements such as the ASEM,  OECD, EU, etc. and bilateral arrangements;
  • Provides administrative support to the Philippine delegation in regional/bilateral meetings and related activities attended by DOLE in the Americas and Europe;
  • Provides technical and administrative support to visiting labor officials/ dignitaries  from the Americas and Europe;
  • Provides technical  and administrative support in the supervision, monitoring and evaluation of operations of the POLOs and FRCs in the Americas and Europe;
  • Develops and conducts training programs for the labor attaché corps and staff in the Americas and Europe;
  • Maintains databases on regional and bilateral arrangements, and POLOs and FRCs operations in the Americas and Europe; and
  • Performs secretariat support for special concerns  of regional organizations in the Americas and Europe and other functions as may be provided by law or as may be assigned by the Secretary.

 

 

Middle Eastern and African Labor Affairs Division (MEALA)

 

  • Prepares  technical papers and reports relative to the DOLE’s participation in activities with  countries under regional arrangements such as the GCC, NAM, etc. and bilateral arrangements  (JCM, JCBC and related arrangements);
  • Provides administrative support to the Philippine delegation in regional and bilateral meetings and related activities attended by DOLE in the Middle East and Africa;
  • Provides technical and administrative support to visiting labor officials/ dignitaries  from the Middle East and Africa;
  • Provides technical  and administrative support in the supervision, monitoring and evaluation of operations of the POLOs and FRCs in the Middle East and Africa;
  • Develops and conducts training programs for the labor attaché corps and staff in the Middle East and Africa;
  • Maintains databases on regional and bilateral arrangements, and POLOs and FRCs operations in the Middle East and Africa; and
  • Performs secretariat support for special concerns  of regional organizations in the Middle East and Africa and other functions as may be provided by law or as may be assigned by the Secretary.
